The best way to defund Planned Parenthood is by targeting appropriations bills, or in a continuing resolution (CR). This will deny use of a challenge using the Byrd Rule (a technicality which forbids considering non-budget items).
The Senate will finalize the omnibus spending bill on or before Dec. 11.
